Whether you have just moved to Gijón (Xixón in Asturian) or have lived here for years and want the everyday procedures and services in one place, this page is for you. It covers the basics of settling in – registering on the padrón, getting the Citizen Card, booking appointments – and maps out the main council services, always linking to the official source, which is where you should confirm requirements and opening hours.
First steps after arriving
1. Register on the padrón
The padrón is the municipal register of residents. Registering (empadronarse) is the first step: you need it to get a public health card, enrol children in school, apply for many benefits and for immigration paperwork. According to the council’s procedure page, to register you need:
- The completed and signed padrón form (hoja padronal).
- Valid ID (Spanish DNI, NIE or passport); for children, the family book or birth certificate.
- Proof of address: title deed or purchase contract if you own; rental contract plus latest rent receipt if you rent; or written authorisation from an adult already registered at the property who can prove their right to live there.
Apply at a Citizen Service Office (Oficina de Atención a la Ciudadanía; appointment recommended) or through the electronic register. Check the latest requirements on the official procedure page (in Spanish) before you go. Non-EU nationals without permanent residence must renew their registration periodically.
Tip: once registered, you can get a volante de empadronamiento (the proof of registration everyone asks for) from the e-office, the council app or the citizen kiosks, without going back to an office.
2. Get the Citizen Card
The Citizen Card (Tarjeta Ciudadana) is the key to almost every council service: city buses (with discounts depending on your profile), public bikes, libraries, sports facilities, courses, automated public toilets and online procedures with a PIN. First issue is requested at citizen service offices or online. Details at gijon.es/en/citizencard.
3. Health card
Once registered on the padrón, apply for your public health card from SESPA (the Asturian Health Service) at the health centre (centro de salud) for your address. The main public hospital is Hospital Universitario de Cabueñes. In an emergency call 112; for medicines out of hours, see duty pharmacies.
Dealing with the City Council
- Appointments: on the council website, via the council app or by phoning 010 (984 847 970 from outside the municipality).
- Citizen Service Offices: several across the city’s districts. Addresses and opening hours in our guide to city council offices.
- E-office: sedeelectronica.gijon.es for online procedures and the electronic register.
Getting around the city
- City buses (EMTUSA): covering the city and rural parishes. With the Citizen Card you pay less and can change buses. Routes and timetables on emtusagijon.es.
- Public bikes: you identify yourself with the Citizen Card.
- Parking: regulated zones, car parks and tips in parking in Gijón.
- Trains and regional buses: commuter trains to Oviedo and beyond, buses all over Asturias. More in getting around Gijón.
Council services worth knowing
- Libraries: a municipal network of 11 neighbourhood libraries, plus the Jovellanos Public Library.
- Swimming pools and sports facilities: six heated municipal pools and a wide range of classes.
- Golf: two municipal courses, La Llorea and El Tragamón, open to everyone.
- Culture and leisure: municipal museums, integrated community centres (centros municipales integrados) with activities in every district and a busy cultural calendar. See our festivals and museums sections.
The city by district
The council organises many services by district, and each has its own integrated community centre (CMI) with a citizen service office, library or activities:
- Centro: the city centre, Cimavilla and the area around the marina.
- Este (East): L’Arena, El Coto and the San Lorenzo beach area towards Somió.
- Sur (South): Pumarín, Contrueces and the southern neighbourhoods.
- El Llano: one of the most populous neighbourhoods, with its own CMI.
- Oeste (West): La Calzada, El Natahoyo and the industrial and port area of El Musel.
- Rural: the rural parishes of the municipality, such as Roces, Vega and La Camocha.
Knowing your district helps you find your nearest office, library and pool.
Quick checklist for newcomers
- Register on the padrón at your new address.
- Apply for the Citizen Card (and top it up if you will use the bus).
- Apply for your health card at your local health centre.
- Join your neighbourhood library with the Citizen Card.
- Download the City Council app for appointments and certificates.
- Save the link to duty pharmacies and remember 112.
Moving from outside Spain
- Immigration paperwork (NIE, TIE, residence) is handled by the Spanish State, not the City Council. Your padrón registration is usually one of the documents you will be asked for.
- The council has published a welcome guide for newcomers; ask at a citizen service office for the current version.
- For everyday practicalities (language, opening hours, local customs), see our practical information page.
